Applying for permanent resident status on humanitarian and compassionate grounds

In general, people must apply for permanent residence from outside Canada. In some cases, it is possible to ask for an exception to this rule on humanitarian and compassionate grounds.

An application for permanent residence on humanitarian and compassionate grounds is often called an 'H&C application'. This is not the same as applying for refugee protection.

It is best to get legal advice before making an H&C application.
