The Immigration and Refugee Board decides. This board is an independent tribunal. It is not part of Immigration, Refugees and Citizenship Canada (IRCC) (formerly Citizenship and Immigration Canada or CIC) or the Canada Border Services Agency. If the Board decides in the refugee’s favour, he or she is found to be a ‘protected person’.
