What is a humanitarian and compassionate (H&C) application?

An H&C application is an application for permanent residence in Canada. In general, people must apply for permanent residence from outside Canada. In some cases, it is possible to ask Immigration, Refugees, and Citizenship Canada (IRCC) (formerly Citizenship and Immigration Canada or CIC) to make an exception to this rule.

An H&C application asks IRCC to allow the applicant to apply for permanent residence in Canada for humanitarian and compassionate reasons.

An H&C application is not the same as a claim for refugee protection.

It is best to get legal advice before making an H&C application.
